Penn Live: Pa. Senate passes reforms to state asset forfeiture procedures; issue heads to House

"Senators who voted for this bill voted with their constituents," said Holly Harris, executive director of the U.S. Justice Action Network, a national coalition working on various justice system reforms.

Citing a poll showing 84 percent of Pennsylvania voters support civil asset forfeiture reforms, Harris said the bill "will begin to provide more protections for property owners and it's past time that the state take action."

As it stands, the bill is the product of careful negotiation between Folmer, prosecutors and the Justice Action Network, which includes groups as varied as the American Civil Liberties Union and FreedomWorks.
