Jenna Moll, deputy director for the Justice Action Network, said the bills save money and provide a second chance for people with criminal convictions. About 25 percent of all jobs in Pennsylvania require a state-granted license, she said, including some trades taught to incarcerated persons, such as barbery and cosmetology.
“Pennsylvania really started a trend here,” Moll said of the state’s ongoing criminal justice reforms, noting that several others have followed suit with legislation of their own. “The whole idea is that once you have atoned for your actions, we need to let you move on with your life.”
