Holly Harris, the president and executive director of the Justice Action Network and a former Republican Party official in Kentucky, said she's "deeply frustrated" with what is going on here and isn't surprised that a third of those Beshear released now stand accused of new felonies.
"You can’t just cut people lose and say good luck," she said.
Now, after the Biden administration finally issued guidance on how to spend the money, Beshear's hands are tied (and he's maybe not even considering spending the money this way) and Republicans have zeroed in on blaming him and not fixing the problem.
"Everyone is so focused on politics, they’re missing the forest for the trees," Harris said. "This shouldn’t be political, it should be about doing what's right."
